The verdict

They overlap more each quarter, but the starting points differ. Cursor is a code editor with AI built in: unlimited tab completions on paid plans, agents that run locally or in the cloud, and team features like Bugbot review. Claude Code is an agent that reads your codebase, edits files, runs commands and opens pull requests, from the terminal, IDEs, a desktop app, the browser or CI. Both start at $20 a month, and both can surprise you on cost: Cursor bills past included usage at API rates, and Claude Code has session and weekly limits shared with Claude chat.

If you want AI inside the editor while you type, start with Cursor. If you want to hand off multi-step tasks and review the result, start with Claude Code. Many developers use both. Neither replaces someone who reviews what ships.
