Both send cold email from many inboxes with warmup and rotation, and both get mixed reviews on support and billing. Instantly is simpler to start and sells add-on lead data, but outreach, leads and credits are separate plans, and the cheapest outreach plan caps you at 5,000 emails and 1,000 uploaded contacts a month. Smartlead prices by sends with unlimited mailboxes and stored leads, and adds an API and white-labeling that agencies running many clients will use.
